Full on skill, no.
Ability to build a house? maybe.
Custom skills ruin 317's, and we would need a completely new client, which we can not do at the moment.

Know what, that we would need a new client? The whole skills interface (checking xp, level, etc) is client based, thus if we would add the construction skill, to check out exp we'd need to add a new space, thus getting a new client. I would want a hunter skill before anything, that'd just make everything easier.
